Herbert William Clutter was born on May 24, 1911, in Gray County, Kansas, United States. His parents were James Alexander Clutter and May Clutter (Fine).

Herbert William married Bonnie Mae Clutter (Fox) on December 2, 1934, in Kansas, United States. Together they had the following children:
