The Confederate States of America (CSA) were dissolved on 9 May 1865.
The first of the four Reconstruction Acts was not ratified until 2 March 1867.
The first act created the Reconstruction military districts. That placed the states of the former CSA under U.S. military jurisdiction, until those states were readmitted to the United States. (Alabama was in the Third Reconstruction Military District, along with Florida and Georgia.)
Alabama was readmitted to the United States on 14 July 1868.
Therefore, any person born from 10 May 1865 to 1 March 1867 was born in neither the CSA nor the USA.
Any person born from 2 March 1867 to 13 July 1868 was born in the Third Reconstruction Military District.
